Charms Guide (no combat xp)
How To Get Charms Without Training Combat
This method will be training the Firemaking Skill as well. The key to getting these charms is by getting Fire Spirits. Fire Spirits are an easy way to get Charms because they have a very good chance of you getting charms. - Spoiler:
Rarity and Rewards of Fire Spirits
Fire Spirits have a 1/100 chance of occurring. However they only appear when adding any type of logs to a bonfire. The Rewards of a Fire Spirit depends on the type of log you are adding to the bonfire. The higher level the log the better the reward will be. Be careful though once you get a Fire Spirit they only last for 50 seconds before going away. What Does A Fire Spirit Look Like?
A Fire Spirit looks like a floating orange ball of gas usually floating adjacent to the bonfire. Sometimes can spawn behind you.- Spoiler:
Example Of Reward

As a method for obtaining charms, it's not too effective. In fact, you'd earn more from just giving bandages to people at Soul Wars, and spending the points.
As a method for firemaking though, it's pretty good

I got the charms for 40 summoning from getting 90 Firemaking, though you do get some charms it isn't very many. (i have been training Firemaking for the last 5 days 1-90 and just used my charms on the highest pouches possible)

Pretty much what he said.
Although for Skillers that plan to get 99 Summoning Via this way, it's a great start at 200m FM XP
