this video card does not have a requirement for a certain wattage power supply. does that mean there is no requirement or is there just an error?

All components of a computer require power. Are you saying that on the site it doesn't state the power it requires? If so, I BELIEVE, but not certain, it is 810MHz. Most graphics cards require about 1.25 Volts to run. I believe there are sites to put in your power supply + your PC components to see if it can handle it. I hope I helped and I encourage other opinions here since I'm not 100% sure on this.

Up to 75W, no additional PCIe power required.

400 Watt or greater power supply recommended (500 Watt for AMD CrossFireX™ technology in dual mode)

According to the Sapphire version it says 400w minimum so I would suggest 500w+ bronze.
