Okay i have not been Scammed but better report it before someone gets scammed.
He wispered me as a " Jagex Member" and told me this:

BE AWARE ! Dont fall for this! My thought was that the chats which are made in Lobbies are not logable mean you cant report abuse. ofc i instantly reported him. Better be warned as be scammed without knowing.
