How do you sticky your post that it appears on the top of the topic? I'm not sure whether you need special rank for it

To sticky a topic, you must have moderator powers.

can you request a sticky? cause i have seen some people that aren't mods have a stickied post

Tis true, I myself have one in the Introduction section (a guide for incoming members).

You can, indeed, request a sticky, however, it is up to the moderator in question to decide whether or not it is worthy of doing.
