Rares? in what world...

So Mods said that they are going to release rares every one year. The biggest question of all is that "How can a rare be rare when someone owns over 1k phats, and a whip is more expensive than all the rares in runescape". isn't that true?

This was jagex's plan all along , i don't see why you are "SHOCKED" about it , they have stated it many many times in the past,
It's still a RARE , it's just not discontinued.

Just becouse it got the title"Rare" does not mean it have to be worth billions of gp,
