Are these tier's based on the overall ability of that roll for that champion? If so i may have to argue with you on some.

Just going to talk about mid lane, you have way too many tier 1 champions there. All this is my own opinion...
Lux, Elise and Karthus should be tier 2.
Lissandra should be tier 1.
Brand should be tier 3.
Viktor should be tier 4.
Fizz and Anivia should be tier 2.
Fid should be tier 3.
Lulu should be tier 4.

Most of the mid lane tier 1 champions can be found in my article here alongside an explanation and some stats to back them up:

You should certainly provide justification for the various controversial placements, for the sake of generating an interesting and valid discussion.

Neither are ever picked and for good reasons. Viktor has lower utility, dps and burst than other options. He is weak in lane and covered in bugs (might be fixed now though).
Brand is strong in lane but his ultimate is too unreliable and there are again, lots of way better picks.

Damn a rowdy topic lol. Entertaining stuff to read at an airport. If this is in order of use sure but, if its in order of how good they are no. I use alistar as support and from experience his W can save your adc's life and counter most jungles and most other supports with his ult and r together. That and on a sidenote he can also jungle with his kind of op ulti.
