Because if you don't know how to use them, you can cause more damage to the team than it's worth, and only ranks (in the fc) are allowed to use them if they know how to.

I noticed the ranks could use them, just wasn't sure as to the consequences ^_^ thanks.

Dismember, Slaughter, massacre, fragmentation shot, deathshot, combust are all bleed abilities which you cannot stop after they have been activated and they can heal the King once he has green shield on. However this usually is not a big problem as king does not put up that shield on often so we may consider removing those from banned abilities.

Momentum and Revolution is just bad dps and for lazy people. In PvM you should be actively clicking abilities.
Balanced strike can heal the king if it is not used at the right time.
Frenzy and Unload make the king use barricade ability.
Incendiary shot is prohibited because its attack is delay, about same as bleeds we may consider removing it from banned abilities.
The rest are stuns which if used at the wrong time can mess up KK's cycles causing a green to appear sooner catching the voker off guard, prolonging greens causing resonance to run out or maybe even result in 2 greens back to back :p
