Veigar the tiny master of evil
Basic mechanics of Veigar:
Veigar is a very bursty champion, arguably THE most burstiest champion in the game. Some things you need to know about Veigar are,
1. ALWAYS last hit minions with your Q, or Baleful strike.
Why you might ask? Every time Veigar gets a kill with his Baleful strike, he gains 1 Ability power. So if you end the game with 200 CS (Creep score) all of which you have farmed with your Baleful strike. That's an extra 200 Ability power that you have on your opponent.
2. Using your dark matter on bushes gives you temporary vision in the bush to detect a gank or ambush.
3. ALWAYS go all in on an opponent, never save an ability. Using your Event horizon on top of the champion, they will (most likely) run into the wall stunning for 1.5/1.75/2/2.25/2.5 seconds (depending on level). Use your Dark matter ability next because of the 1.25 second delay on the ability. Depending on the items you have at this point, If you have Deathfire Grasp, use this next as it will make your Primordial Burst do even MORE damage. Using your Primordial Burst next will most likely kill ANY Ability power based champion. If not, continue with your Baleful strike and if that kills them you gain even more ability power! . A recommendation is to never try and 1v1 a non ability power based champion if you are not super fed. Wait for an ally and help them secure a kill by stunning and using your abilities (except for Primordial burst UNLESS extremely needed)
Abilities:
Q: Baleful strike - Passive: Veigar gains permanent bonus ability power when he kills a champion from any source of damage. This stacks with the active ability's AP gain.
Active: Unleashes dark energy at target enemy, dealing magic damage. If this ability deals a killing blow, Veigar gains 1 ability power permanently. This bonus is doubled for large minions, large monsters, and champions.
W: Dark Matter - Active: Veigar calls a great mass of dark matter to fall from the sky to the target area, which lands after a 1.25 second delay, dealing magic damage. This ability also provides vision through fog of war or brushes before it lands.
E: Event Horizon - Active: Veigar twists the edges of space around the target location for 3 seconds, stunning enemies who pass through the perimeter for a few seconds.
R: Primordial Burst - Active: Blasts an enemy champion, dealing heavy magic damage plus 80% of the target's ability power.

Explanation of the build
STATS: +15 Ability Power +60 Health +3 Mana Regen. PASSIVE: Restores 4 mana when you kill an enemy unit.
Why build this item?
Doran's ring gives you a little more power at the beginning of the game to make you even stronger. After having 5 items built sell this item to open up a space for your 6th item.
STATS: +250 Mana +7 Mana Regen/5 seconds. UNIQUE PASSIVE: Mana Charge Grants +4 maximum Mana (max +750 Mana) for each spell cast and Mana expenditure (occurs up to 2 times every 8 seconds).
Why build this item?
Tear of the Goddess gives you more mana early game which is great for Veigar as he is a mana heavy champion. It builds more mana the more spells you use (up to 750 bonus mana) and builds into a very great item late game.
STATS: +120 Ability Power +10% Cooldown Reduction. UNIQUE ACTIVE: Deals 15% of target champion's maximum health in magic damage and applies the debuff, Doom. Doom amplifies all magic damage that champion takes by 20% for 4 seconds. 60 second cooldown (750 range).
Why build this item?
Using this item before using your Primordial Burst gives you 20% more damage making your burst against Ability power champions even stronger.
STATS: +120 Ability Power +50 Armor. UNIQUE ACTIVE: Champion becomes invulnerable and untargetable for 2.5 seconds, but is unable to move, attack, cast spells, or use items during this time.
Why build this item?
Using this item on someone who can out burst Veigar is great! This item makes you invulnerable during their burst and then you can burst them down after they are done.
STATS: +120 Ability Power. UNIQUE PASSIVE: +30% Ability Power.
Why build this item?
This item gives you a HUGE Ability Power boost making you even more deadly.
STATS: +70 Ability Power. UNIQUE PASSIVE: Magic damage ignores 35% of the target's Magic Resist.
Why build this item?
This item helps you penetrate your opponents Magic Resist so you deal even more damage!
STATS: +1000 Mana +60 Ability Power +10 Mana Regen/5 Seconds. UNIQUE PASSIVE: Gain ability power equal to 3% of your maximum mana. UNIQUE ACTIVE: Drains 20% of your current mana to shield yourself for an equal amount plus 150 for 3 seconds

Well written guide, good job
The only thing I have to suggest is very minor. Unless you are against an AD mid champion, I would recommend Seals of Scaling Armor. You won't be facing much AD at all early game, so the Scaling Seals will grant you more Armor than a regular Seal would. Just my opinion

Nice guide! I would also suggest the order of which ability you put points into as you level.
My suggestion: Max Event Horizon(E) first, to increase your chances of hitting with Dark Matter(W).

Updated with the Ability Order. The reason why you DON'T max Event Horizon first is because you won't do any damage, by getting 2 skills in Event Horizon and 2 in Dark Matter you have enough damage to kill your opponent in lane.

I disagree. Dark Matter even at level one does more damage than most other champions abilities are higher level. Prior to the 3rd point into EH, it's easy to dodge DM because it takes so long to hit. So most of the time with maxing EH, you're securing the damage that is going to be done with DM, and just keep building on it.
That's my take on it, but it is your guide so however you want to do it is fine with me.

Nice guide Zombeh Haven't played him myself for a long time, got to agree with one of the points raised above about extra points in event horizon, due to it's amazing utility and reduced cooldown, in addition to the extra time to deploy the full burst. Also I would advise putting in that, you want to land the wall of the event horizon directly on them, for a guaranteed stun as otherwise they can often get out, or just dodge the W, a large portion of your burst. But generally a really good and simple to use guide, very easy to navigate, and extremely informative + Rep

The reason why you level the Dark Matter up first is because it has a 1.25 second delay and the Even Horizon has a 1.5 second stun at level 1, if you're having troubles hitting your Dark Matter, you aren't pressing buttons fast enough and,
1. Need to use Smart casting.
2. Need to be closer to you opponent as Veigar is a very close range AP carry
3. as said above, You simply aren't pressing your buttons fast enough.
It takes practice to get the hang of but used correctly it's a very deadly combination. I might post a video later describing what i mean.

True but the max range of the outer wall of event horizon is further than that of dark matter isn't it, so sometimes you need to walk a little way?
