Yup thats the fastest method, if you have overloads and turmoil, use them well
Look up some guides, and make sure you have Chaotic rapier, gl.

I just wanted to know if there was a way quicker then rocktails, i want to get this 99 quickly and dont mind spending a bit of money, atm im doing rocktails with cooking urns

Cooking Brawlers are only dropped by Revanants, wouldn't recommend that for obvious reasons.

As for magic you could consider bursting rock lobs, I'm fairly sure thats within spending 10M and it even gives you nice charms. It will only take you 3-4 hours at most I believe.
Otherwise just continue your plankmaking or try stun-alching.

As for Prayer, generally the lower bones you do, the cheaper it is but the slower.
So you should find your balance at how much you can earn per hour, compared to how much extra time you get for cheaper bones.
You can sacrifice about 1,2k bones per hour on a gilded altar, just calculate how much xp/hour and cash/hour that is for a bone, and then see if its worth doing a higher or a lower one.

As for Herblore look at the spreadsheet on this topic, prayer potions tend to be lowest gp/xp but aren't really that fast, the faster you want it, the more you have to pay for Herblore, thats just how it is.

As for how much you would make/lose I can't answer, as it completely depends on all your methods and the market, aswell as your starting level which you didn't give for any skill.

For Hunter the fastest methods are salamanders and butterflies I believe.
The most profitable methods are Red chins and Grenwall & Pawya's.

For Mining the fastest methods are Granite powermining in the Desert and Concentrated gold mining in the Living Rock Caverns, only the 2nd is somewhat profitable.

99 Smithing is usually done with Adamant platebodies, completely depends on your level so can't answer any cost, + its not hard to do that math yourself. Alternatively you could do Adamant arrowtips.

99 Construction is usually done with Oak Dungeon doors or Mahogany Dining Tables, for guides on this look on Youtube, theres plenty.

99 Crafting is mostly done with any type of dragonhide body, completely depends on your level so can't answer any cost.

99 Runecrafting is fastest with ZMI but most profitable with Double nats with Graahks.

Hmm for some reason I missed this.

luckily your post says enough.
If you don't mind the amount of money spent on it, I highly recommend to Barrage Rock lobsters in Waterbirth dungeon.
This will help your summoning level a lot, look up some guides for it on Youtube!

For magic, bursting/barraging rock lobs is the best way imo (as its awesome for your summoning), if not you could try the new minigame, Livid Farm and unlock some useful spells while you're at it. You could also try alching or even stun-alching.
For Defence, it depends on your attack/strength, if they are good enough just do Slayer, if not you have to let me know and I'll make other suggestions.

As for Woodcutting, Ivy or sawmill are definetely your best options, it doesn't earn much anymore nowadays to cut yews or magics.
As for Firemaking, just burn your highest available log each time, maples till you can do Yews, then Magics and you'll have 99 in no time.
